I just printed the cute cookie monster images out on white card stock and then cut them out. I used decorative cutting scissors to give it that cool edge around the entire picture. Then I used a hole punch and put two holes in each cookie monster and run some blue and white striped raffia string through it. This is just TOO CUTE! I LOVE THIS BANNER!

You could use this with a Cookie Monster birthday party or a Milk and Cookie birthday party theme.
